1818 SE 82nd Shelter Site
New Business
There is a new village-style shelter site planned for the Montavilla community. The Joint Office of Homeless Services at Multnomah County will be converting the property at 1818 S.E. 82nd Ave. into an alternative shelter site, with a planned opening at the end of 2025.
This site is separate from the Oak Street Village at 333 SE 82nd Ave., which is already under construction. MNA and JOHS have been working for the past eight months on a Good Neighbor Agreement for the Oak Street site, and we expect similar work will be done for this new site.
This first community meeting will take place on Thursday, December 5th from 6-7:30pm at the Montavilla United Methodist Church, and will focus on the proposed design and site layout. We hope our membership will attend, and use this opportunity to offer feedback to JOHS. Please RSVP at the link below.

Please join us for our October Montavilla Neighborhood Association meeting! Please note that in observation of Indigenous Peoples Day, this meeting will be held on TUESDAY, October 15th.

Our October meeting is generally when we hold elections, but the board voted in September to postpone the election until November in order to propose some needed updates to our by-laws. Approval of these by-laws is done by a vote of MNA membership that will occur at our November MNA meeting.
On Sunday, October 13th, Montavilla United Methodist Church and The League of Women Voters will be hosting a Ranked Choice Voting Worship at the Church!
There's no religious or political content. Just a one-hour workshop about ranked-choice voting that includes a presentation with a hands-on practice ballot.
SE Uplift’s Houselessness Action Committee (HAC) is committed to taking action, fostering collaboration, and driving transformative change. They have invited neighbors for an evening of resource-sharing and conversation on Thursday, September 28th, from 6-8pm.
HAC invites our housed and unhoused neighbors to join us for the Summit on Homelessness on Thursday September 7th from 6:00-8:00 pm.
The Summit will feature:

6:15 (Fireside Room) Success Stories from Local Micro Villages
Over the last few years, micro villages have proven to be an innovative solution to the needs of houseless neighbors in communities throughout Portland. Come to this panel discussion to learn about the challenges that micro villages have overcome through robust community engagement that has won the hearts and minds of once-skeptical neighbors. Featuring speakers from WeShine, Beacon Village and micro village neighbors.
7:15 (Fireside Room) Exploring the Root Causes of Houselessness
Test your assumptions about Portland’s housing crisis during this interactive presentation and community conversation with Welcome Home Coalition. Together we will build a shared understanding of the root causes of houselessness and housing instability, and solutions that we can all get behind.
We will gather neighbors from across our southeast coalition district to meet and mingle with the organizations and projects leading the way in addressing houselessness in our city.
This family-friendly event offers neighbors a meaningful opportunity to connect with grassroots organizations and to get involved in compassionate solutions. Come learn about effective and practical efforts to support our houseless neighbors. We would love to have you join us!
Oregon Walks would like to remind all interested residents and community members of their District 3 Portland City Council candidate walk at Mt. Tabor.
The event starts at the Mt. Tabor visitor center at SE Salmon Way and SE Park drive. The event will begin at 10:00am. Come out and meet the candidates running for city council in district 3, and learn about transportation topics in the area.

The City of Portland is changing its election system and form of government in 2025 to implement voter-approved charter reforms. Changes include ranked-choice voting, geographic districts for future councilors, a bigger city council, and new leadership roles. Montavilla resident and member of Portland’s Government Transition Advisory Committee, Zach Kearl, will present on the many changes already underway, answer your questions, and share ways to stay engaged. JOHS has requested to begin work on the creation of a Good Neighbor Agreement for the site and its partners. Our hope is to develop the agreement in partnership with METBA, creating a stronger community force so that both residents and businesses can ensure the agreement is upheld.
To complete this task, an ad hoc advisory committee will be formed and is open to all Montavilla Neighborhood Association members. This committee will be responsible for engaging with Montavilla neighbors and reporting back on what the community needs are for the Good Neighbor Agreement. According to the MNA bylaws, committee members must be active members of the MNA. If you are uncertain of your status, fill out this form.
Those interested are not required to attend the 12/18 meeting but will need to fill out this application form. The application deadline is the following Friday, December 22nd. Applications will be reviewed by the board and selected for the committee based on applicant suitability, including relevant knowledge, experience, and communication skills. Our goal is to create a strong committee that can best represent the needs of the residents most likely to be impacted by the project. We expect those selected will act as liaisons to the broader community and to help build consensus towards next steps.

There will be no board meeting or speaker in December.
On November 15th, Bora Architecture & Interiors will host an online meeting regarding the construction of affordable housing on the southwest corner of Portland Community College's Montavilla campus. This project at 7705 SE Division Street will create 124 apartments contained in a four-story "H" shaped building. The development has space for 33 off-street parking stalls to the north of the building.
Our Just Future, formerly Human Solutions, will develop this housing project in partnership with APANO and Edlen & Co. Preliminary plans show the building massed towards SE Division Street with a green buffer zone along SE 77th Avenue. Apartments should range in size from studio units to three-bedroom family residences. All units are designated affordable and open to people outside the PCC student body.

This month we have a special presentation from the Portland Bureau of Transportation (PBOT) regarding Glisan and Davis Signal Improvements along NE 82nd Avenue. On Friday, September 15, road safety advocates will hold a PARK(ING) DAY event in Montavilla. Community participation in the event is easy and essential to its success. People are encouraged to cross NE Glisan Street at 70th Avenue from 10 a.m. to 6 p.m. During the day, this unmarked crossing will feature a temporary crosswalk and painted curb extensions, among other pedestrian safety measures. This frequently accessed intersection is near several popular businesses, including the Rocket Empire Machine food hall and Mudd Works Roastery. Neighbors have long requested more frequent and better-marked crossings along NE Glisan. This day-long event is an opportunity to demonstrate the need to city officials.
Event organizers Strong Towns PDX, Congress for the New Urbanism - Cascadia, and Montavilla/East Tabor Business Association will have people on site to talk about street safety and gather contact information for those who would like to continue the conversation around NE Glisan Street Improvements. We hope to see you there.
